SeaTac’s Department of Community and Economic Development was formed in early 2011 to create a one-stop permitting center, increase the level of service and assist in the facilitation of economic development by creating a more cohesive approach to real estate development and job creation. The new Department is comprised of four divisions: Economic Development, Planning, Engineering Review, and Building Services.
The Economic Development Division strives to create and retain jobs and increase the city’s tax base to help improve the quality of life and enhance the community. Jeff Robinson, the Division manager, works with the city’s current and potential businesses and developers to create a city with a well-balanced economic base. Jeff also tracks legislative trends and proposed legislation that would affect the operations of the City and its citizens.
The Planning Division is mainly responsible for long range planning, current planning, and environmental services and is under the direction of Steve Pilcher, Planning Manager. The Division works with the City Council, Planning Commission, State agencies responsible for Growth Management, private sector developers and other city divisions and departments to plan the future of the City. This is accomplished by preparing a Comprehensive Plan and Sub-area Plans that speak to the desires of the public. In addition, the Division also reviews land use applications such as subdivisions and portions of commercial building projects and is also responsible for Code Compliance.
The Engineering Review Division promotes quality community growth and development in the City of SeaTac through administration of all engineering plans submitted to the City for development permits. The Division reviews site engineering plans to include clearing, grading, paving, stormwater management system, roadway, right-of-way use and much more. The Engineering Review Division is also responsible for review and approval of all utility permits in the right-of-way, haul permit applications along with any other construction activities such as lane closures, traffic control and detour plans. Ali Shasti, P.E., MSCE, a professional engineer registered in State of Washington, manages the division.
The Building Services Division reviews building permits for compliance with the Washington State Building Code (SBC), which includes numerous structural, electrical, and mechanical standards. The division manager, Gary Schenk (CBO), is also the Building Official, who according to State law, is responsible to comply with the SBC. Gary is also responsible for the permit counter.
