The City Council may hold an Executive Session during any meeting for discussion of confidential legal, personnel, and property issues.

SeaTac City Councilmembers
About the Council
The citizens of SeaTac elect their Councilmembers who serve on a part-time basis. They may have full time jobs in addition to their City duties. Councilmembers’ responsibilities are to set policies and ensure the citizens are being served in a safe community.

The Mayor presides at meetings of the Council. In addition to the powers conferred upon the Mayor, he or she shall continue to have all the rights, privileges, and immunities of a member of the Council. The Mayor shall be recognized as the head of the City for ceremonial purposes and by the Governor for purposes of military law. The Mayor shall have no regular administrative duties, but in time of public danger or emergency, if so authorized by Ordinance, shall take command of the Police, maintain law, and enforce order.
The Deputy Mayor serves in the absence of the Mayor.
Audience participation is encouraged during Council Study Sessions and Regular Council Meetings. If you wish to speak, please sign up on the Public Comments sheet located on the table at the back of the Council Chambers.
To constitute a group, there must be four or more members, including the speaker, in attendance. All members of the group shall sign in as a group and identify the group’s spokesperson. Individuals identified as a part of the group will not be allowed to speak individually and may only be represented by one speaker.
Council Study Sessions:
Public comments related only to the items listed on the agenda are limited to a total of ten minutes with individual comments limited to three minutes and group comments limited to ten minutes. However, the Mayor or designee may reduce equally the amount of time each speaker may comment so that the total public comment time does not exceed ten minutes.
Regular Council Meetings:
There are multiple options for commenting:
- At the beginning of the meeting, comments related to any topic are limited to three minutes for individuals and ten minutes for a group.
- Comments related to Action Items and Unfinished Business are limited to one minute for individuals and two minutes for groups.
- If a New Business item is brought forward and will be voted on by Council at that same meeting, individual comments are limited to one minute and group comments are limited to two minutes.
When you are recognized by the Mayor or his/her designee, provide any handouts to the City Clerk, go to the podium, speak directly into the microphone (adjust the microphone as necessary), state and spell your name, provide your title and organization, if appropriate, and state your address for the record.
The following suggestions will assist you in presenting precise, well-organized comments:
- Speak directly to the City Council addressing issues and not individual Councilmembers, staff, or residents.
- Speak loud and clear so that your remarks will be audible on the recorder.
- Be courteous and polite.
- Purpose: What is the idea you wish to present? Begin with an "I" statement outlining your idea, such as "I am here to support/oppose/call attention to..."
- Reason: Why are you making this point? This is an important step so the Council is aware of the reasons for your concern.
- Summary: What condition will be changed or improved if your viewpoint is adopted?
- Action: State what you would like the City Council to do in response to your viewpoint.
Please note that the Mayor may terminate comments that continue beyond the allotted time, constitute a personal attack, are slanderous, or are otherwise inappropriate.
Please be advised that SeaTac City Council Meetings are recorded live and will air on Channel 21 - SeaTV, the City’s Government Access Channel and can also be viewed on the City’s website at www.ci.seatac.wa.us . Also, Council will not respond to your questions or comments during the meeting, however, staff will look into any questions or concerns you have and will get back to you.
Please also be advised that members of the public and Council shall not give comments regarding a political candidate or a ballot proposition pursuant to RCW 42.17A.555, unless the exceptions to this rule are specifically followed. In the event anyone does begin making comments in violation of this statute, any member of this Council, City Clerk or the City Attorney may interrupt with a point of order in order to ensure compliance with State law.
